Sam is the Chief Executive of the Government
Commercial Agency (GCA), an executive agency
of the Cabinet Office, which she joined in July
2024. The GCA is a key constituent of the
Government Commercial Function, focused on
helping the UK public sector realise the best
value in its commercial and procurement activity,
or value for the nation.
With extensive experience across both the public
and private sectors, Sam is a leader in
commercial excellence. Prior to the GCA, she
served as the Home Office Chief Commercial
Officer, where she embedded commercial best
practice across operations and oversaw a
diverse portfolio of complex procurements.
Earlier in her public sector career, Sam was
Commercial Director in Crown Commercial
Service (CCS) starting in 2016, leading teams
that supported government departments in
construction, utilities, and facilities management.
She also holds significant private sector
experience in commercial leadership and
business transformations, spanning industries
including nuclear, energy, water, waste,
pharmaceuticals, and chemical manufacturing.
Her leadership approach emphasises strategic sourcing and upholding the highest ethical
standards in procurement that safeguard people and communities.
Sam currently lives in the North West and enjoys travelling, cooking, and spending time
outdoors.
